Building on Water
PRIMARY-SOURCE ENGINEERING
Strong primary or authoritative evidence supports the connection.
Before the castle, Disney had to engineer the land.
What Walt encountered
The Florida property required a controlled system of drainage, canals, levees, control structures, groundwater monitoring and surface-water management.
What Disney built
The Reedy Creek Improvement District used extensive legal and engineering powers to create and maintain the resort’s water-control infrastructure.
Where it reaches Walt Disney World
- Connection
- Direct — resort-wide infrastructure
This does not “end up” in one land. It is under and around the entire property: canals, culverts, levees, control structures, ponds and stormwater systems that make the visible resort possible.
Pictures the house holds
Every picture below is held by this house. Each one says what it shows, why it belongs to this story, and which document and page it came from, so a reader can go and look at the sheet rather than take the caption's word for it.

The document page headed 'LAND IMPROVEMENT: REEDY CREEK IMPROVEMENT DISTRICT DEVELOPING BASIC PUBLIC SERVICES'. It sets out the water-control plan, the District's statutory basis, the Central Energy Plant, and a cooperative agreement with the United States Geological Survey.
master planning for Walt Disney World · PDF page 15 (the book's printed page 24)
The record carries no date for this artifact, and none is assigned here.
'master planning for Walt Disney World', in the house archive as Master Planning WDW.pdf, PDF page 15. This PDF carries no OCR text layer; the wording above was read from the page image at 6x and is reproducible by anyone opening the file.
The document page IS the evidence for this story. It states, cleanly legible on the scan: 'The water control plan, approved in full by Florida courts, will ultimately include 55 miles of winding canals and 22 automatic float gates. To date, nearly 38 miles of these channels are completed, designed to maintain the level and flow of water even under extreme rainfall conditions.' It also records that the District 'recently signed a cooperative agreement with the United States Geological Survey', which is the Disney-side counterpart to the USGS publications already in the page's written ledger, and 'approved in full by Florida courts' is the counterpart to the law.justia Florida Supreme Court citation.

A framed wall-mounted master plan: a colour aerial photomosaic of the Walt Disney World property with the property line, monorail, development areas and service and utility areas overlaid, and a printed legend card at lower right.

Dated 1982-07. READ OFF THE ARTIFACT. The legend card printed on the plan reads 'MASTER PLAN / Walt Disney World / REEDY CREEK IMPROVEMENT DISTRICT / JULY, 1982'. Confirmed by opening the companion detail image 30473308_2.jpg at full resolution. NOTE: at contact-sheet thumbnail size this legend was first misread as 'JULY 1969' -- the date below is the one legible at full resolution, and is the artifact's own.
Harvested 13 Sept 2026 into F:\DEEPVAULT\icollector_blueprints. Commercial-auction origin with no custodial record: the scrape captured no lot page, title or description, and the house vault holds no text for lot 35395. What is checkable is the file, the harvest, and the legend printed on the plan itself. Companion detail image: 30473308_2.jpg.
It shows the thing the story is about -- the whole property read as an engineered surface, wetland and water body included -- as Reedy Creek's own planning document rendered it, with the monorail drawn on the same sheet.

The legend card of the same plan, at readable size: 'MASTER PLAN / Walt Disney World / REEDY CREEK IMPROVEMENT DISTRICT / JULY, 1982', keyed to WALT DISNEY WORLD PROPERTY LINE, MONORAIL, DEVELOPMENT AREA and SERVICE & UTILITY AREA.

Dated 1982-07. READ OFF THE ARTIFACT -- this image is the legend that carries the date.
Harvested 13 Sept 2026 into F:\DEEPVAULT\icollector_blueprints. Same commercial-auction origin and same absence of a custodial record as the plan above.
It lets a reader verify the plan's title and date without taking this register's word for it. Included so the date claim on the entry above is self-checking.
What the house holds
This is the story the house is richest in, and the documents are Disney’s own rather than commentary about Disney. Both passages below are the company describing the district’s powers in its own pre-opening and annual-report copy.
“The Improvement District is authorized to perform the work of drainage, flood and pest control; to build and maintain roadways, utility and sewer systems; to provide and administer public transportation systems, fire protection, airport and parking facilities; and to regulate and administer land use and planning within the District’s limits. For the past 20 months, the Improvement District has been designing and implementing a court approved water control program, which will eventually make developable 18,000 acres within its limits.”

No printed date in the record; the year in the title is the archive’s caption.
Airport powers sit in the same sentence as drainage powers. The STOLport story below is downstream of this clause.
“the Reedy Creek Improvement District, a public authority empowered to carry out water control programs, provide utilities and other necessary services for the Disney property, is moving forward with a program of environmental control”

The quotation stops before the sentence turns promotional. The same page names William E. Potter as president of the district’s board of supervisors.
The anchor for this story is Florida and the property, never the word Disney: the subject is a civil-engineering system on one piece of ground, and Disneyland’s canal boats are not evidence about it.

Every public story stays tied to its evidence. Research links are kept here, and documents held locally are named with their page so a reader can ask for the sheet. Crowd-sourced encyclopedias are not a source in this ledger.
How to read the evidence
- Documented
- Strong primary or authoritative evidence supports the connection.
- Conflicting chronology
- Multiple credible accounts disagree on date or sequence.
- Open question
- The visit or object is real; the claimed influence still needs proof.
- Built, then abandoned
- Disney built it, and the future went another direction.
Quotations from scanned documents close line-end hyphens and render line breaks as spaces. Nothing else is altered. Passages that do not read cleanly are cited rather than quoted. The raw on-disk reading is printed beside every one of those quotations so the repair can be checked rather than trusted. A passage carried straight out of the corpus is printed exactly as it sits on disk and nothing is closed up: a word broken across a column stays broken.
The corpus read for these pages is F:\DEEPVAULT\_index\vault.sqlite (FTS5 table 'vault', 23,961 rows, read-only). quote_ok is true only where the reading is clean enough to put in front of a reader. No passage is ever tidied up, because a corrected quote is an invented one. A passage that is not quotable is still cited — document, date, page — and the reader is told the sheet is a scan.
